英文 sth to us before Nov. 1st - 國貿工作討論

請問大大

"If you are able to have the 3 knife sets to us by 1st November, then we will
be able to hit the Christmas buying period and we will order 600 sets from
you."

這邊的have sth to us by Nov. 1st
是指說1. 東西在十一月一號之前寄達
還是說2. 在十一月一號出貨呢？
