公務員困境與作法 - 福利

我個人覺得目前既然年金改革金額部分(15年平均、6成替代率等等……),在政府蠻橫通過之
後,現在最應該做的事有以下幾件:
1.既然年金金額福利確定被砍,且目前軍公教怒氣怨氣四起,應該現在趁這股氣勢(不管
是哀兵策略,既然砍錢則要求法令要鬆綁及趁怨氣可用,不然再過幾個月可能氣勢就沒了
,版上也沒人討論了),要求建立配套措施,例如版上先進常說的開放兼職、組織工會或
一些原先對公務員苛刻的法令鬆綁。至於實際做法,我覺得可以由大家在版上提出具體數
條(個人認為不宜多,3~5項,標題簡單明白就好)現在應配合修法的配套措施意見,並作
成類似說帖的形式,然後看是要由大家分別向選區立委反應,或是乾脆印出來請同事連署
再彙整一併寄出。詳細做法還請各位先進討論了。
2.接下來的各項選舉,拒投此次強硬通過年金改革的政黨及其候選人。也許有人會說某
黨沒差軍公教的票,但民主政治畢竟還是需要選票,一戶假設4口人,只要其中1人是軍公
教,可能就會影響其家人投票意向,相信還是會造成壓力的。
3.組織具力量及發言能量的組織,這部分我比較不懂,僅提出想法來大家討論。此次年金
改革看得出來目前唯一合法組織「公務人員協會」似乎無法很有力的為公務人員辯護及爭
取福利,那在能推動組成工會之前,有什麼方法能夠組織具代表性及力量的組織呢?希望
各位先進能夠提出可行的意見,例如廣召新血進入公務人員協會取得發言權?或乾脆另組
新的協會?至少在媒體上,全教總似乎比公務人員協會有力量,我覺得公務人員也需要有
一個能真正為基層公務人員發聲的管道。
