以下我幫我強者同學問的 絕對不是我
話說某公務機關
在無行政規則 無分層負責 無命令委任的情形下
主管將其權責委由他人甚至資格不符者
而此人有實質決定權但不押章而蓋主管的章
且公文不再經由主管而直接判發
且主管重不使用職名章 而皆使用親筆簽名
如今天因公文出現問題
他人未蓋章不負責 主管沒看過要負責嗎?
還是只有行政責任 因刑事無主觀犯意
那承辦人是應該去死囉
話說當他人真好 反正不用蓋章負責 老子愛幹啥就幹啥
不過我一直很好奇 主管真的不怕死 還是根本有一腿
只是承辦人不知道
