台積電董事長劉德音昨日參與三三會例會閉門會議演講,提到台灣半導體業不存在人才外
流的問題,反而是年輕人不敢出去,但實際台積電赴美議題網路早討論到爆,甚至有匿名
工程師爆料,美籍、台籍員工待遇大不同,包括假期、薪資、輪班都不合理。
劉德音以「台灣半導體產業的挑戰與契機」為題發表演講,提到台灣半導體業善用優勢,
未來發展的契機相當大,因台灣半導體產業擁有完整的生態及產業聚落,還有最先進的製
程技術、堅實的研發和生產基礎,位居全球半導體供應鏈的關鍵地位。
劉德音指出,台灣半導體業不存在人才外流的問題,像是台積電派 500 名工程師前往美
國新廠,但台積電工程師超過 5 萬位,反而台灣年輕人不敢出去才是問題,與
1970~1989 年代那輩不同,強調這才是台灣的問題。

其實自從台積電赴美設廠後,網路不乏有人討論相關消息,其中就有位自稱為台積電工程
師的網友,匿名爆料台積電亞利桑那州廠,美籍、台籍員工待遇的不合理之處,包括美籍
、台籍員工考績分開打,美籍員工較容易爭取升遷機會。
匿名工程師指出,首先是假日,台籍員工只有給 14 天調適假期,但是美籍員工卻有 21
天調適假期,而且原本說不用輪單,結果因為美籍員工不想輪班,台籍員工連副理級都要
輪三班,還有同工不同酬,相同職等,美籍員工的薪資約是台籍員工兩倍,加班費更是低
於當地法定標準。
貼文吸引網友熱烈討論,並有工程師指出,台積電若是再不深刻檢討,改善亞利桑那州廠
的福利,真的要小心台籍員工赴美待兩年後跳槽英特爾(Intel),薪資翻倍,等於幫競
爭對手養人才。
