台灣人才嚴重外流 缺留才誘因

薪資停滯不前,台灣留才能力大不如人。瑞士洛桑管理學院(IMD)世界人才報告顯示,
台灣人才外流嚴重,對於外籍技術人才的吸引力也大不如人。國發會副主委高仙桂指出,
此現象恐與我國薪資不成長,加上中國大陸崛起,兩岸人才競爭加劇有關。
2014年IMD世界人才報告,參與評比的60國中台灣在「人才外流」排名為第50名,落居後
段班,顯示台灣人才外流情況嚴重;對於「外籍技術人才的吸引力」也僅排名第45名。
高仙桂指出,這樣的現象恐與國內薪資成長停滯有關,缺乏留才誘因,加上大陸等新興市
場崛起,兩岸人才競爭加劇,大陸企業積極挖角台灣人才,使台灣在留才上面臨壓力。
面對這樣的處境,高仙桂認為,首要是將「餅做大」,提高產業加值化,讓企業賺錢後才
能分享利潤,不過她也坦言這無法立即看到效果。其次,則是希望企業賺了錢之後,能將
利潤與員工共享,針對這方面,政府近期已採取道德勸說方式,並祭出誘因政策,如高薪
100指數、企業加薪抵稅等。
高仙桂指出,薪資成長遲緩是全球化下許多工業國家都會遭遇的問題,不只台灣,就連美
國也都面臨相似處境。因在全球化之下,新興經濟體近年加入全球勞動市場後,全球布局
的企業就會將生產活動轉移至新興市場,在人力需求增加之下,薪資較有成長空間,例如
過去十年間中國大陸的薪資成長就將近一倍。
