被喻為台灣護國神山的台積電,除了美國亞利桑那州廠,日本熊本廠也預定今年下半年完
工;而最關鍵的半導體人才,台積電將雇用1700人,大學畢業生開出高於當地薪資水平的
28萬日圓,合台幣6萬多,讓部分地方企業搶不到人。有日本企業出奇招,提供宵夜、出
餐費,最重要的當然還是加薪,好留住人才;也有企業前進越南,直接到大學理工科系招
人,上線前公司也提供訓練中心研修半年。
全球晶圓代工龍頭台積電,赴日本熊本縣菊陽町設廠,現在正加緊腳步施工,預定年底機
台設備到廠,明年底開始生產。
NHK記者 馬場健夫:「這裡是熊本縣的台積電工地現場,高速施工下,已出現巨大建築物
的身影。」
不過台積電熊本廠啟動,最關鍵的是工程師人才。台積電計畫招聘1700人,大學應屆畢業
生開出起薪28萬日圓,相當台幣6萬4的高薪,不僅高於熊本縣技術科系畢業約20萬日圓的
起薪,在全日本也算高水準,已吸引不少人才上門。
從日企跳糟台積電日本設計中心 (TSMC Design Technology Japan) 若林一樹:「在世界
也僅有幾家有限的公司,能參與(最先進技術),能引發我的求知慾、非常有趣,薪資基本
上我也滿意。」
台積電在日本支援半導體設計的設計中心,也從三年前的橫濱,去年再拓點關西的大阪,
另外也在科學城筑波設研發中心,為的就是挖角日本工程師;這些設計據點到2026年,預
定雇用400多人。
台積電設計暨技術平台資深處長 張麗絲:「我們相信可以雇用許多優秀人才,和經驗豐
富的工程師,我們也會提供這裡的人很好的機會。」
日本上下熱烈歡迎台積電,設廠的熊本縣更期待經濟效果,能帶動相關企業進駐和設備投
資,不過在地企業卻出現意想不到的煩惱,就是搶人才搶輸。總部位於熊本的日本半導體
製造裝置製造商,去年新設五間工廠,增加900名員工,但原內定今年四月入社的應屆畢
業生26人,竟有一半辭退,要改去起薪較高的台積電或其他大企業。為了防止人才繼續流
失,日本企業也被迫出招留人。
員工:「很好吃,我今天吃了三個(飯糰)。」
這家公司開始為加班的員工準備宵夜,去年起公司也出10%的午餐費;今年時隔10年,首
次調漲起薪,加1萬3日圓到19萬8千,明年所有員工也將同步加薪。
半導體製造裝置製造商美笛軻蘇 (Kumasan Medix) 社長 白瀨嗣久:「不加薪就搶不贏,
只調漲新進員工薪資的話還好,但不幫全員加薪不行,就這層意義而言會是負擔,必須守
住既有員工,也必須招募新人。」
而這家因台積電設廠,決定在熊本新設事業所的半導體工廠設施管理公司,搶人才則有新
戰略,沒有專門知識沒關係,可以進公司後再學;公司原本計畫新聘150人,沒想到卻沒
這麼容易。
Japan Material社長 田中久男:「我們一直有在招人,但沒有達預定人數,光是熊本縣
已經絕對沒辦法,互相爭奪,我們老實說也沒有想只在熊本縣招募。」
在日本搶不到人,有企業直接殺到越南開拓活路,派幹部到現場招聘50名理工學系畢業生
;同時在總部開設訓練中心,研修時間半年,薪資跟日本人一樣。
半導體相關企業技術本部長 田中智和:「必須花相當的成本,但就人才的意義而言,我
們公司的方針是不投資就無法培育人才,也無法踏入真正的工程師之路。」
日本企業高層話說得白,不這樣做就無法培養人才。台積電總裁魏哲家上個月中透露,考
慮在日本興建第二座廠;SONY也考慮在熊本縣加蓋,生產智慧手機影像感測器的新廠,讓
日本國內外半導體人才競爭更加白熱化。
