伴隨台積電高雄廠8月即將動工,市場再度掀起「料工雙漲」與「缺工搶人」風潮,目前
鋼構原料成本增加2%~11%,且因專業技術工嚴重缺乏,工資水漲船高,包括電焊工、
吊裝工及綁鐵工等,今年工資較去年大增10%~25%不等,尤其模板工的工資漲幅更是翻
倍。
■高雄缺工搶人將會加劇
此外,因台積電南科現在仍有四個廠加緊建廠中,台南地區缺工嚴重,如果高雄廠短期內
動工,市場預期高雄缺工搶人的情況將會加劇,可能重演台南提供優渥酬勞來挖人、留人
的戲碼,以降低衝擊。
在料工雙漲方面,鋼界人士透露,去年以來受到原物料成本上漲影響,鋼構主要用料鋼板
和H型鋼產品,截至7月,鋼板一年期料漲幅達11%、型鋼漲幅約2%,且鋼構的起重工(吊
裝工)今年一天的工資達到4,000元,較去年增加25%,尤其電焊工一天工資達到5,500~
6,000元,漲幅10%左右。
鋼筋料價方面,相關人士指出,今年初以來,隨著國際廢鋼原料成本大漲,3~4月間每公
噸的購料價格達2.5~2.6萬元,但最近隨著廢鋼原料走跌,鋼筋售價走軟,目前每公噸購
料價降到2.2~2.3萬元左右,但仍較去年料價漲了四成左右。
鋼筋漲價外,工地的「綁鐵工人」因相當欠缺,炙手可熱,工資節節高漲,業者透露,目
前「綁鐵工」一天工資達3,000~3,500元,較去年上漲20%~25%左右,據傳台積電建廠
的工資可能高一些。
■模板工的工資今年翻倍
另模板工的缺工也相當嚴重,不僅工人難找,而且工資高漲,目前每平方米收費在1,600
~1,800元左右,較去年增加一倍左右,台積電廠房工程模板施工可能略高一些。
業界指出,鋼構、鋼筋原料成本上漲,業者都會設法反映成本,但鋼構吊裝工和電焊工工
資上漲部份,通常交給下包商去傷腦筋。至於模板工和綁鐵工工資上漲部份,則對營建業
的衝擊較大。
對此,業界籲請政府,能考量疫情等因素,讓業者能展延工期,且因申請外勞手續過於冗
長,影響工程推動,也希望能協助縮短程序,來解決缺工困擾。另通膨和工料雙漲部份,
則希望亦能適度補償業者損失。
