對 績效指標訂定有點疑惑 - 公職

小弟去年進北市府二級機關上班
從進來就一直聽到大家追著績效指標在辦事
一堆KPI、策略地圖等概念,不斷要求填報案件進度及未來規劃
但小弟不明白,一個案件規劃在年初填寫,依照一個方向在執行並預定明年指標,如果年
末執行成果發現根本方向錯誤,想要修正卻又被當初規劃方向綁住,一直循環下去,根本
沒有進步的空間
另外有關績效指標的訂定,有些莫名其妙的數字都會被拿來當考核依據,似乎對於績效指
標到底訂定下去有沒有實際效果都沒考量過,有數字出來就好
最近幾個月工作下來,覺得每天很忙,但不知道忙了什麼有意義的事情,是小弟忙錯方向
,誤會機關的運作了嗎?
