華為新成立的「華為精密製造有限公司」讓大陸自製晶片議題再度浮上檯面,這被視為陸
企在面臨美國制裁、中美科技戰以來尋求自主的行動之一。
事實上,大陸在晶片設計實力堅強。2018年全球晶片設計排行榜中,大陸市占率13%,僅
次於美國的68%與台灣的16%,其中華為的海思晶片更是全球前十大IC設計公司增長最快,
2018年營收年增達34.2%,與排名第四的聯發科差距甚微。
近幾年,除華為外,阿里巴巴、Oppo等陸企也陸續進入晶片設計的賽道,不過儘管大陸在
晶片設計上精銳盡出,但沒有足夠高階的晶圓代工製程也難以成就。
現加上中美在半導體之間的較量,會使得未來半導體戰局更加詭譎。歐美視中國大陸為戰
略競爭者,因此限制其改善自身科技產業所需工具的取得管道。但如果中國大陸成功讓自
家科技與國際脫鉤,歐美製零件可能無法在大陸的產品上使用。這也可能拖累產業創新發
展,對全球經濟不利。
