有關商調的幾個問題 - 公職

請問一下：
有個朋友最近要從原機關(簡稱A)調到新機關(簡稱B)，他有些疑問還請人事前輩解惑
1.A的人事室如收到商調函時有沒有可能在無告知當事人的情況下直接回絕B?
這中間是否有損商調人本身的權益
2.這件商調案如是由B單位的最大頭頭(是政務官出面)，A有無可能會不賣面子給B
(因為A和B本身是不相隸屬的機關)
3.通常在商調過程有無其他行政作業上需要配合的地方?
以上還請板上的人事賢拜給點意見
