有關採購法（流標） - 公職

是這樣的，小妹在某個四級機關辦理勞務採購委託案
金額是公告金額未達查核金額
第一次招標採限制性招標。但沒有人來投標最後開標主持人宣布流標
第二次同樣採限制性招標，還是一樣流標收場。
也因為都沒人來投標，上上禮拜發函給給上級單位希望停辦此案。結果被退回來，說請附加說明是否有依照採購法辦理。
但翻了採購法好像沒針對限制性招標流標多做說明...
想請教板上的前輩對於這個問題有經驗可以給做參考的嗎？謝謝!
