有關物調款 - 土木

請問物調款中的F
也就是1+營業稅率的部份
我查了一下工程會的函釋 裡面是這樣寫
依離島建設條例第十條規定免徵營業稅廠商，其F值，得以1.05代之
因為他寫的是 得以
所以 假設離島的廠商 他是免徵營業稅的 那現在有物調的問題
也就是F 我要以1 或是1.05代都可以嗎
雖然錢沒有差很多 可是還是有差
基於幫國家省錢的前提 是不是扣錢的時候 我可以用1.05
要多給廠商的時候 我可以用1
