環評過了 台積五奈米製程起飛

環保署環評大會昨天通過攸關台積五奈米先進製程布局的南科環境境影響差異分析案。台積電表示,此案通過讓台積五奈米製程基地有著落,最快將在今年動工,目標在二○二○年量產,迎戰強敵三星和英特爾。至於後續三奈米計畫,稍早科技部已提前曝光,可能落腳於南科路竹基地,但內部仍須進行詳細評估。
台積電南科廠目前主力製程為十六奈米,後續十奈米和七奈米生產重心放在中科,但接續五奈米製程將再南科廠擔綱。台積電廠務處長莊子壽昨天在會後表示,五奈米製程還在發展中,台積五奈米製程是未來二至三年計畫,占地約四十公頃,投資額幾千億元,待台積董事會通過後就會啟動。
昨日環評大會決議,南科管理局須在今年六月卅日前成立監督小組,十一名成員中,將有三至四名成員由當地居民及民間團體推薦代表擔任。
環評委員李育明表示,南科環差案自二○一四年底送進來,歷經二年審查,因製程更新致用水用電量將增加,且針對危險物質,依法規不必做風險評估,但開發單位仍自主性進行風險評估。
李育明指出,台積電在專案小組第三次會議延續會議上說明,五奈米製程晶圓在使用階段的用電量,是現有廿五奈米製程的百分之十,且台積電承諾,汙染總量及廢水量反而減少。
因台積電更新製程,南科每日增加五萬噸用水量、七十萬瓩用電量。南科管理局長林威呈表示,南科承諾未來將採用一點二五萬噸的永康再生水、以及園區二萬噸工業回收再生水,將在南科環三用地上設置再生水廠,並且納入環差變更內容。
南科第一期和第二期環評分別於一九九六年及二○○三年通過,因台積電和聯電更新半導體製程,須增加用水用電量,依規定須辦理環差變更,環保署專案小組及環評大會陸續通過南科環差案,使台積電未來全球競爭布局上再下一城。
