感覺派衛福部政風怪怪的
一, 其實現在政風, 改叫廉政:
除非他有收錢, 不應該驗的卻驗; 或應該驗的卻不驗,...
不然衛福部政風應該無義務涉入, 感覺也沒有涉入的餘地

二, 如果有行政違失(沒有收錢, 單純是行政失誤):
a. 彰化縣衛生局跟為福部沒有隸屬關係, 要也是彰化縣府去調查
b. 如果衛福部發交彰化縣府調查?
那彰化縣府哪個單位有行政調查權?
感覺也是主秘(或簡任秘書以上)的層級, 組成一個 team 來調查
---> 調查確定後 ---> 相關人員移送人事懲處
感覺這個程序比較對
