這次考績法一堆缺點:
1.強制3%丙等(違反平等原則)
2.團體績效評比(誰告訴我營建署和消防署的績效怎麼比?)
3.另考不能拿優等(歧視新人&復職同仁)
4.歧視身心障礙同仁(作一樣的事但因為先天障礙倒制績效不佳...??)
5.限縮升遷管道(以後甲等照輪新人要怎麼升?)
6.比例每三年檢討並由行政命令訂之(如果2012換DPP結果關中發瘋調到10%?)
7.忽略政治因素(法案被卡在國會的承辦人表示:...)
8.流於民粹(找一堆以前獎金領爽爽現在金融風暴被火的人當民意....?)
9.未充分溝通(上新聞喊一喊就說有溝通了?)
10.學習外國失敗經驗(參照學者研究,英美都是修改好幾次後停止施行)
11..........................
我還沒找我之前寫過的東西,隨便想一下都有10點
KMT找兩個主計和外交背景的人來改革人事制度....真的只有天才而已
