調升職務跟職等的關係 - 普考

以前的同事原本是初考的書記
後來單位內有辦事員的缺主管問他要不要升
他想說這樣不就變成普考及格三職等拿35000
就說好
結果升上去才知道還是一職等拿2萬多
那請問升上去到底要幹麻?
除了印章上的字不一樣
做比較多的事以外
這種職務的調升到底有什麼實質的益處呢??
另外
如果不參加國考
有什麼情形可以從一職等升上三職等的嗎?
