請問拿到華創車電口頭OFFER - 工程師

小弟112碩畢，10初退伍，陸陸續續開始找工作，
於上周二面世華創車電，周三人事打來問我是否有意願上班，
我回答說有，而且非常高，週四另一個人事打來說，聘書開始跑了，
後來就隔了五六日一二三四，中間周一二三都有打去詢問，
人事都說在總經理那邊，還沒簽核。
1.想請問這樣算正常嗎?
2.聘書被總經理擋下來的機會高嗎?
3.因為看到版上有很多人拿到口頭OFFER，最後卻無疾而終。
有大大可以幫小弟解惑嗎?實在有點擔心，因為拿到口頭OFFER，
就比較少去投其他公司了。
