請教有關AC鑽心取樣位置選點的規定 - 土木

AC路面施作完成後，應要做厚度、壓實度的試驗，高雄市政府
工務局會採用 http://pwmt.kcg.gov.tw/Sampling/ 電腦隨機
選點的方式，用來選擇鑽心取樣的位置。
選點公式中會扣除部分會有爭議的地方，如舖築兩邊各一Ｍ不
抽、舖築起迄點各扣７Ｍ（有的５Ｍ），還有一些人手孔一米
內不抽的原則。
這些是原則、默契，還是規定、規範（找不到）？
如果，主辦機關堅持鑽心位置要鑽在這些有爭議的地方，可不
可以？相對的，這些有爭議的地方，若鑽心過後，試驗結果真
的不過，能夠申訴嗎？
想請教看看，能不能有做ＡＣ路面工程的前輩指點一下....
