國科會科技發展諮議會議7日討論「如何面對台灣的科技人才危機」,宏碁集團創辦人施振榮指出,其實不是台灣沒有人才,而是台灣經濟現況,沒辦法提供好舞台讓年輕人發揮。
施振榮表示,現在社會都講「一代不如一代」,但這並不符邏輯,對年輕人也不公平;當今社會沒有提供舞台給年輕人,也不願投資,把舞台越做越小,今天一代不如一代,是我們的責任。
台積電董事長張忠謀則說,台灣不缺台清交成的碩博士生,也不缺基層人才,但缺乏有創意、會創新的中階人才;更缺少把科技轉換為經濟價值的人才。
至於「台灣人才轉型了嗎?」張忠謀說,現在社會強調產業要轉型,但台灣人才若不進階、升級,產業也不可能轉型;台灣應該自己培養人才,才能治本。
勞委會指出,現階段職訓中心的受訓者,高達7成5都是大學生,數字有點離譜,更顯示「大學高中化」相當嚴重。
施振榮說,齊頭式文化讓人才沒辦法有效發揮,若要解決短期內的學用落差,民間企業可結合學校資源,聯手設計「客製化」培訓計畫,加上政府提供企業誘因,應該可以儘快解決人才「代溝」。
