就會人心惶惶啊
2.考績法為了考績公平 會聘請1/2外面的公正客觀人士
所以公務人員不用擔心打考績會不公正
真相
=>外面的公正客觀人士 怎麼會知道你平常的績效?
一樣會尊重主管的說明跟打的考績 所以 如果主管不公正
聘請公正人士還是不公正啊
3.考績法針對亂打考績的主管 如果申訴成功
主管要被懲處 所以公務人員不用擔心主管亂打考績
真相
=>考績法既然是比例制不是條件制
主管只要說 因為 他就是那3%啊
他雖然沒有符合被打丙等的條件
但是 他就是3%啊 是要怎麼申訴成功??
4.考績法3%丙等 要被淘汰的機率是百萬分之二十七
機率那麼低 公務人員不用擔心

=>可以用機率去算的前提是 考積是用抽籤來輪的
如果考績是用輪的 那這個改革是在改屁
簡直是X你娘

=>如果要用機率算 也是二項分配P(x)=10Cx*p^x*q^(1-x)
10年內被打三次 x=3的機率是千分之一
