local hire 怎麼談薪水? - 面試

請問有人能分享local hire 跟台灣人人資談薪水的經驗或訣竅嗎?
最近在積極面試,其中有丟幾間台灣人開的公司或者台資企業,
1. 對方有的要求一定要會繁體中文聽說讀寫,不曉得這算是可以談判的籌碼?
2. 如果換跑道面試台資企業應該用H1b level 1 去談薪水或local pay entry level談?
3. 能否用台灣人外派來美國的福利去爭取台資企業local hire的薪水空間?
畢竟相較於外派我幫公司省了地域加給、住宿、機票、生活費、返台假、年終獎金等
4. 會計事務所可以談條件譬如說CPA過了之後加薪?
5. 工作地點可以是談薪水的要素嗎?
目前住在Diamond Bar City,公司有的在DTLA或者其他交通壅塞區
舉例來說 H1b level 1 = 65K
Local pay entry level = 70K
台灣外派人事總成本推估 = 100K (local pay 70K + 津貼估計30K)
假設人資要我開價要從哪個數字切入啊?
