保訓會︰選戰開跑 公務員下班也不得助選
〔記者陳慧萍／台北報導〕公務人員保障暨培訓委員會昨指出，選戰正式開跑後，公務員
只要攜帶與選舉有關的旗幟、帽子或衣服，都涉及違反「行政中立」，可依法懲戒；即使
是「留職停薪」的公務員也不能為特定公職候選人站台、遊行或參與任何競選活動。
總統及立委選舉即將在明年一月舉行，保訓會今年於三月至五月間，舉辦「公務人員行政
中立創意寫作及圖稿徵選比賽」，昨天下午在國家文官學院舉行頒獎典禮。
留職停薪也禁止
保訓會主委蔡璧煌會後與媒體茶敘時指出，「行政中立法」規定公務員不得於上班或勤務
時間從事選舉活動，許多人因此以為只要下班時間或請假就可以助選，事實上，選舉期間
公務員不論上班或下班都必須遵守「行政中立」原則，連攜帶與選舉有關的旗幟、帽子或
衣服都可能違法，提醒公務員注意。
保訓會委員邱華君說，行政中立法不僅約束公務員的行為，同時也是公務員的護身符，過
去曾有鄉民代表選上鄉長後，對擔任該鄉公所主秘的另一名候選人「秋後算帳 」，一週
內連降兩級，讓他從九職等的主任秘書變成七職等專員，保訓會調查後認定違反行政中立
法，已要求該鄉長撤銷處分。
