公務員陞遷法修法 銓敘部列3大方向 - 考試

[記者楊綿傑/台北報導〕銓敘部規畫進行「公務人員陞遷法」修法,今天於考試院會報
告,銓敘部指出,將朝「擴大甄選人才管道」、「落實功績制原則」和「增加機關用人彈
性」等3大面向研議。
考試院今日召開第13屆第82次會議,銓敘部以「公務人員陞遷法修法規劃方向」為題,進
行業務報告。
銓敘部表示,有鑑於時代快速變遷,為有效提升政府施政績效,以回應人民提高服務品質
的期待,所以規劃研修陞遷法,希望讓機關在人才的拔擢及培育上能更有彈性,使公務人
員依其工作表現獲得合理陞遷,以強化政府施政能量,提供更優質服務。
銓敘部進一步提到,陞遷法修法規劃,主要是配合政府重要政策和機關實務需要,並參酌
各界相關建議,朝「擴大甄選人才管道」、「落實功績制原則」和「增加機關用人彈性」
等面向去研議;今日向考試院報告,以確立修法方向,後續將續循法制作業程序辦理相關
修法事宜。
考試院長黃榮村則指出,良好的陞遷制度,不僅可提供公務人員公務生涯規劃的願景,激
勵公務人員發揮潛能,創造工作績效,同時也能提升政府施政效能。
黃榮村說,社會各界期望考試院成為稱職的國家人力資源部門,銓敘部作為掌理我國各項
人事制度的核心機關,正積極研修公務人員陞遷法制,期許能尋求最適策略、優化人才成
長環境,厚植國家公務人力資本,進而提升政府整體服務效能及國家總體競爭力。
