勞動契約是否需書面簽署 - 人資

想請問一下
如果公司有發聘書卻沒有簽署勞動契約,如該員同屬性的工作,
地域不同是否有違反工作規則或法令?

我們公司有一位主管,本來在大陸,但最近有一波人事異動
要將他調動回台灣,且將取消他原本的外派津貼.我想請問的是,
取消外派津貼的部份是否有違反工作規則與法令,謝謝!
