各位前輩好，我是採購經驗很不足的小菜鳥一枚
最近開始承辦某個固定的勞務採購
因為契約內有包含某固定的活動，所以經費概算中一直都有列場地費用
然後得標的廠商(大學)因為本身就有符合我們需求的場地
所以自然不需要額外支付場地費用，等於場地費這部份就是零支出
結果現在我們某位一級主管在跟科室的會議中
直接的質疑我們這樣容許廠商使用免費的場地，是不是在圖利廠商？
(他用詞不是「圖利」兩字，但整體來說意思差不多了)
當然，標案簽核過程
以及得標後，活動的計畫書跟陳核過程都有經過他的章
想請問，得標廠商如果能夠提出一個符合我們需求的場地
而廠商不需要付出任何場地租借費用，這種情況下算是機關圖利廠商嗎？
