人才外移嚴重度居世界第一,面對國際搶人大戰,台北市電腦公會呼籲政府應重新鼓勵員
工分紅,除緩課稅,更應該檢討實價課稅制度,給予免稅額,法務長黃益豐指出,如此才
能幫助企業留才甚至吸引人才來台。
Oxford Economics(英國經濟研究機構牛津經濟公司)和多家跨國企業研究「Global
Talent 2021」預估,台灣到2021年時,因人才外流,加上吸引不到國際人才,恐將成為
韓薪資為台灣1.6倍
台北市電腦公會建議,政府政策上應該重新鼓勵實施員工分紅,加速完成《產創條例》修
正條文,給與員工分紅緩課,並檢討實價課稅給予部分免稅額度,讓業界更能留才與吸引
人才。
國際進入搶人才大戰時代,台北市電腦公會理事長童子賢日前表示,政府把員工分紅配股
費用化的制度不當,員工紅利轉增資,能讓為公司打拼的員工「耕者有其田」,奉獻更多
心力。童子賢分析,多數公司對加薪相對保守,是因為對公司管理階層來說,景氣有高有
低,但是薪水一但加上去就下不來,加薪往往是需要考量長期的經營環境變化,而非一年
景氣。
黃益豐表示,台灣正面臨人才危機,超過45%企業找不到人,專業人才外移佔外移人口
61.1%,高居全球第一,由於薪資低於鄰近國家,無法留才與吸引人才,目前台灣平均薪
資4萬9043元,韓國是台灣的1.6倍,新加坡是台灣的2.2倍,加上台灣最高所得稅率也高
於鄰近的新加坡、香港、韓國,使台灣年輕人或專業人才西進或到香港、新加坡工作。
各國人才外移比一比
台灣稅率高於星港韓
研華(2395)總經理何春盛昨表示,台灣外移人才以教授跟醫生較多,但可能是短暫現象
,長期會回流,畢竟除了賺錢,人還有認同感需要,只要台灣環境發展成熟。
華碩(2357)財務長張偉明則認為,員工分紅若有免稅額度,將對企業有實施誘因,但會
有租稅公平正義的爭議。
台北市電腦公會呼籲政府應該在政策上鼓勵企業每年將盈餘提撥給員工分紅,也建議財經
部門檢討目前所得稅最高達45%稅率,評估是否不利台灣留才與人才國際化。
