立法院朝野協商昨達成共識，大幅刪減國營事業績效獎金，據瞭解，亦屬國營事業之列的
央行總裁彭淮南對此相當不滿，認為央行「無端」被波及，昨午神情嚴肅前往立法院「興
師問罪」，與院長王金平短暫密會、溝通。但因朝野已做成協商結論，最後彭淮南表達「
雖可理解，但不接受」的立場後黯然離開，仍無力回天。
據與會立委轉述，下午朝野協商時，彭淮南親自致電王金平，相當關切協商結果，之後並
趕赴立院瞭解情形。
但因朝野已達成共識、作成決議，包括中油、台電、台銀、央行等國營事業，發放績效獎
金均不得超過一．二個月，王金平向彭淮南說明後，彭表示能夠理解為何立委要砍國營事
業績效獎金。但認為央行是「無端」遭受波及，不能接受此一結果。
央行官員指出，彭淮南之所以親赴立院與王金平溝通，應與央行員工「犯錯得用公務人員
懲治條例、敘薪卻比照國營單位（沒有月退俸）」的「半公務員」尷尬身份有關。
