公務員是人人稱羨的鐵飯碗,但新北市政府最近一項調查卻顯示,近三成公務員因
待遇、升遷等問題希望走人;市府部分官員坦承,市府公務員流動率確實偏高,希望能增
加員額留住人才。
根據新北市人事處員工翁慈憶的研究,發現待遇不佳、發展無望,是近三成新北市
府員工想走人的主因。
翁慈憶的研究指出,台北縣時代由於官等較低等原因,離職率常維持在廿五%;升
格準直轄市後由於官等職等調升、工作環境改變,離職率從九十五年的廿五%降至九十八
年的九.二二%。
但新北市正式升格後,員額編制和準直轄市時代的台北縣雖無太大差異,但離職率
卻從近一成暴增到近三成(廿八.六%)。另一個值得注意的現象是,國中小學力的離職
傾向是「零」,但博士學歷的離職率卻高達七成五,換句話說,市府裡每四個博士,有三
個想走人。
受訪公務員表示,公務員只是穩定,但我國公務員總收入卻是「貧民級」;也有人
說離職原因是「對政策失望、對官僚文化厭惡」;更有人抨擊「表面上依法行政,背地裡
卻黑箱作業,假平等、勞逸不均」。
新北市新聞局長林芥佑表示,新北市幅員大,公務員工作量比其他縣市多,員工離
職問題值得重視。他說,朱立倫上任後,積極向中央爭取員額、預算,並積極加強人才培
訓、在職訓練,希望能為位新北市挽留人才。
