報載公務人員考績法修正案又將捲土重來,送立法院審議,修改重點有增加優等、
丙等明定不得低於三%等。筆者長期服務於公部門人事單位,有些建議。
長久以來,公部門績效屢遭詬病,認為難望民營企業項背,因此,論者莫不倡議引
進私部門績效管理制度。惟公、私部門有其本質上差異,故欲引進私部門制度運用在公部
門上,宜從長計議。依筆者管見,可由幾點著手。
首先,勿忌憚既得利益者之掣肘,適用範圍應一視同仁,不得有例外。自從提出公
務人員考績法修正芻議後,既得利益者紛紛找藉口排除在外,法界人士有之,教育人員更
是如此。一項制度訂定原則後如有太多例外,其實施宗旨勢必蕩然無存流於空談。是以全
體公職人員皆該雨露均霑,一體適用。
其次,為避免大欺小、高壓低,現行考績比較範圍,建議由「同官等」改為「同職
等」,意即不論政務官或事務官,管他達官貴人(院長部長)或芝麻綠豆官(辦事員書記
),各職等一律要打出一定比率之乙等與丙等,否則他日高官獨享優等,乙丙等集中於低
階人員,公平性蕩然。
最後,考慮採用更客觀的方法,例如引進「全方位考核」方式,受考人須同時接受
來自上司、同儕與部屬(或外部顧客)之考評,再依適當權重求其總分。除可有全方位的
綜觀外,還改善目前僅由主管單一層面考核方式,亦可「稀釋」主管的權力,避免一人即
可掌控考績全案;另一方面,部屬若享有部分考核上司權力,當會促成主管以更審慎的態
度來領導統御。否則類似某首長將內簽留下不批大半年卻依然拿甲之案例,焉有公道可言
?
