一點淺見...大家可以討論一下...
最近找時間研究了勞動法規和人事法規,發現一件有趣的事
不論公私部門,主管的權力不外乎考績權、人事權及業務分派權限
但相較之下,公部門的主管還多了一個權力,就是調職/離職同意權
如果有私部門的工作經驗,應該多少能夠體會
這個權力真的是給了那些沒能力的主管一條苟延殘喘的退路
在私部門,長期勞務分配不均、考績評比不公,如果pay不夠多,只會讓人員流動率增加
但是在公部門,主管或首長就算是個靠拍馬屁上位的廢材
只會把業務丟給特定幾個人做,考績評比也永遠不公平,還是能夠安穩的待著
因為你不找民代來壓的話,不論是要商調或是離職,都要主管"恩賜"才能如願
所以這些人根本無法想像私部門會有人辭職的時候拍桌嗆主管這種事
因為他不蓋章,你只能夠選擇繼續做下去或是曠職被處分免職
現代管理技術
重視的是專業的職務分析和適當的職務分配,加上完善的資料整理,讓業務能夠有效傳承
就算人員要商調,只要給予足夠的時間交接(業界交接快的一週內,根本不會超過一個月)
對機關業務的推動根本不會有影響,因為在私部門,沒有不可取代的人是常識
但是公部門偏偏有很多主管腦袋裝糨糊,認為只有某些人才能勝任某些工作
而這個商調/離職同意權讓這些廢材主管幾乎不太需要擔心,因為...反正就擋擋擋就好
所以這條規定不改,就不要說什麼引進企業管理的概念
大體來講,公部門高階主管的管理能力跟私部門高階主管比起來,真的是輸好幾條街
更別說酸民最愛酸的「政府不照顧勞工」了
畢竟從這種專制體系裡爬上去的主管,腦子裡大多不懂什麼叫與部屬間的互相尊重
連自己的部屬都不尊重了,要他們以照顧勞工為出發點研擬政策,根本是癡人說夢
