之前請A廠商做專業服務標案，結果他背後勾結B廠商來投標這個標案，幸好被外聘委員看破手腳，沒讓B廠商得標，結果A廠商開始擺爛，用單位電話打給他不接，用別的電話打給他有接，請他屢約，他說好，然後一天拖過一天，還騙我資料有先拿給縣府承辦看，我問縣府承辦才知道是騙人的，我超生氣的，依合約處以違約金，但A廠商根本不會痛，我祭出101條款，但A廠商故意不收掛號信，結果信又退回來，無法送達，就無法用101制裁他，各位前輩有無方法制裁他，教教我吧，感恩
