結構外審內容是否相同 - 土木

小弟不是土木背景,但最近看房有個疑惑
常看到新聞說要挑17樓以上的建案
因為樓高超過50米有結構外審才安全
像是這篇:

而建商也會據此打廣告,但我看桃園法規-
桃園市建築執照應實施特殊結構之構造規
模及審查機構指定辦法:

裡面的第二條就寫到以下均需經結構外審:
1. 高度在50公尺或16樓以上
3. 地下層含基礎超過15公尺或三層樓
(其他省略)
我的問題是:
A. 以上兩者需要的外審內容或強度會有
差異嗎? 從條文上看起來好像一樣
B. 如果這兩者都需要結構外審,是不是新
聞中的挑房要選50米以上算誇大了?
畢竟地下超過3層或基礎超過15米深的
新房比比皆是,他們也都有經過外審,
兩者外審過的安全性應該差不多吧?
