考績甲等比例計算 - 職缺

想請教關於考績甲等比例計算
甲等比例上限為75%
假設A處室編制有3個人
所以有兩個人可以拿甲
如果A處室裡有兩個人調動
兩個職缺暫時未補到人
由剩下的一人統整A處室所有業務
到了年底,A處室仍然只有一個人
應該如何計算甲等人數?
情況1:75%*1人=0.75 未達1人
情況2:75%*3人=2.25
如果是情況1,不就代表1人扛3人份
沒有獎賞,考績還要拿乙…
或是應該用情況2計算?
搜尋了一下法規或是函示
沒有找到確切的答案
