補稅罰款? - 美國

今年報federal tax要補稅
才發現補的稅超過total tax的10%要罰錢
但是instruction 裡有寫例外的情形
看不太懂

我是2008畢業 7月開始工作
去年才轉成H1 報稅用的是1040NR-EZ

關於罰款的規定有Exception:

You will not owe the penalty if
your 2008 tax return was for a tax year of 12 full months and
any of the following applies.
(我是2008年中才開始工作 但是一整年都在美國 這樣報的稅算是 12 full months吧?)

1. you had no tax shown on your 2008 return and
you were a US citizen or resident for all 2008. (這個我顯然不符合)

2.Line 21 on your 2009 return is at least 100% of the tax shown on your 2008
return. Your estimated tax payments for 2009 have been made on time and
for the required amount.
這一點好像是說 如果我2009的withhold的tax 超過2008的total tax
(我2008年中才開始工作 那2009的withhold的稅很容易超過2008的total tax...
2008我total tax大概3000而已 2009光是withhold就8000了)

但是我不知道estimated tax payment 是什麼 我應該也沒付過這個錢
那這樣我還符合這一項規定嗎?

如果有人看得懂我在寫什麼
可以幫忙看看我的解讀對不對嗎?
如果繳罰款 也不是很多 可是要多填一張表 填越多越麻煩 而且我越怕會弄錯...
