警政單位書記調任問題 - 職缺

同仁去年十月自"台北市某國小書記"調任至"新竹市某警察分局書記職缺"
因家鄉鎮公所正好有開缺書記職缺，故想商調到該鎮公所，不過警察局
這邊的人事單位卻以「任職未滿一年不得商調」為理由轉知同仁不得商調，
小弟針對這個CASE實在有點不太理解，理論上同仁已經解除了初考一年四個月
的商調限制，應可進行商調，但警局人事卻堅持有「任職一年」的限制，
因為先前都是處理一般公務機關的商調案子，不太清楚警察機關的運作模式，
但同仁身份既為一般公務人員，應該與警察人員有所區分才對，還請熟悉這
方面業務的版友能指導一下，到底同仁是否有此限制規定？
