關於租賃契約中廠商附帶的優惠 - 公職

想請教板上的大大
因小弟所屬單位之前向廠商租賃悠遊卡影印機
廠商於租約期限內另提供一張公務卡
有數千元的額度供本單位公務使用
目前即將租賃期滿
因使用量不多 剩餘金額相當多
會計告知須上簽說明及提出使用的解決辦法
但小弟想請教的是
該公務卡額度是廠商另提供之項目
不涉及原契約的採購金額
為何我們有義務要把它使用完或者承擔沒使用完的責任?
希望板上的大大指教了
