關於考績和晉級俸額 - 薪水

我的考績如下
101另予考績 乙
102全考 甲
103全考 甲
104全考 甲
105全考 甲
105年開始因為前三年拿甲，所以晉到7本二 (晉1職等加上晉1級本俸)
想請問
今年106年，因為104、105年拿甲等，照理說是否應該也晉一職等(八職等)，
但若單位沒有八職等的缺，薪資俸額會如何計算呢？
因為今年1月看到薪水，發現只有被晉本俸一級(七本三)，
難道沒有占到八職等的缺，薪水就只會被晉一級嗎？
又給了薪資差額2000元~看不太懂
或是因為我105年6月調新機關，所以104年不算？
這樣感覺拿兩年甲和拿一年甲好像沒有差別...
