關於顏色的問題 - 平面設計

我算是平面設計的超新手
所以要問的問題應該很基本 還請見諒... ^^"

最近在提案階段... 發案內容有寫到:

顏色 一個色 兩個色 三個色 四個色 四種基本色

請問這樣是最多只能使用4個顏色嗎？
黑色和白色有算在內嗎
還是是別的意思？
請大家幫忙解惑 謝謝 ^^
