預聘offer跟研替offer - 面試

小弟剛剛接到台G南科人資姊節的電話
說我一月中去面試的結果公司打算要錄取我
只是現在研替的名額沒了
所以會先給我預聘的offer
請我在收到之後一個禮拜回傳確認
我告訴他我想要研替
預聘比較沒有考慮
他就說他們還在跟內政部申請研替的括塔
要是有申請到的話會換研替的offer給我

請問
1.這種還在申請研替名額的情況
真的申請到的機會大嗎？！
2.要是我回傳確認了之後
最後沒有拿到研替offer
我可以反悔不去嗎？？
