考績問題的癥結在於各級主管
現行考績制度 本來就可以淘汰不適任公務員了
有問題的、不適任的、(甚至有的還已經有精神病的)公務員
你就TMD給他吃該吃的考績讓他走路不就好了?
只是許多主管 因為什麼人情、心軟之類的原因不願意照實打考績
很明顯這根本不是考績制度的問題
而是主管打考績打法的問題
修改考績制度也沒用
主管打考績時照樣因為什麼人情、心軟之類的又亂打
情況不見得會改善多少
真正要對症下藥
應該是各級主管一律限定25%乙、3%丙
吃兩個乙就滾下來不要當主管
沒有當上主管就一律打甲的道理
即使是五院院長的層級 也應比照 必須有人吃乙吃丙
這麼一來 基層人員也比較心服一點
