國營事業人員特休問題 - 薪水

由於找不到國營版，因此po在比較相關的此版，麻煩知道的人幫我解答一下
小弟剛考上國營的台電，明年就準備結婚，因此可能需要一下假。
由於台電投保的是公保，請問一下小弟之前服兵役的役期有算在公保的年資嗎？？
這樣有算一年給假七天嗎？？
另外公務人員調薪了，台電的薪水也是乘以薪點的請問也會跟著調嗎？？
