改善「遊客多、收入少」怪象 溪頭9/1起取消軍公教優待票

台大實驗林管處轄下的南投縣溪頭自然教育園區,繼8月調漲停車費後,目
前又在官網公告自9月1日起,取消給予現役軍警、現職公教人員及因公撫卹之
遺族(持有證明文件者)購買150元優待票的優惠,以目前全票200元而言,上
述對象入園將多負擔50元,盼藉此達到改善「遊客多、收入少」的不平衡現象。
擁有豐富山林資源及生態的溪頭自然教育園區,今年暑假以來,氣溫不斷
飆高,入園的人數動輒7、8000人,以致停車位常常一位難求,以今日而言,雖
非星期假日,但迄上午11時許,台大實驗林管處統計,入園人數已達4700餘人
,初估7成以上是享有優惠福利的遊客。
台大實驗林管處進一步表示,溪頭自然教育園區開園迄今屆滿50年,今年7
月入園人數創新高達27萬人次,相較於去年同期的24萬人次,還多了3萬人次,
但門票收入卻減少250萬元,原因便出在於光是享有10元特惠票的65歲以上的銀
髮族群,概估便有10萬人左右。
台大原本有意針對65歲以上長者,將門票調漲至80元,無奈引發外界反彈而
作罷,加上老人福利法明訂65歲以上長者,在中央機關經營之文教設施平日應予
免費的相關規定,導致該調漲案被迫胎死腹中,台大也才將腦筋轉向優待票的族
群。
台大實驗林管處指出,早期軍公教薪資不高才有此優待票的優惠,如今其薪
資普遍高於未享有優惠的農民、漁民、勞工等對象,因此取消軍公教優待票,除
了符合公平、正義原則以外,也可望縮小「遊客多、收入少」的失衡幅度,進而
透過「以價制量」作法,適時改善園區遊客爆滿及塞車問題,朝向提供更好的旅
遊品質及環境的目標努力。
