朋友今年考上進入公職,剛開始時有這樣的機會也很替他開心。沒想到進去才發現工作氛
圍對
新人不太友善,剛開始我也開導他,新人進去要忍耐,但後來越聽越感受到他在這個工作
場域被針對性很高,想請問大家有建議的作法嗎?

進入工作場合第一天,長官就說你的工作不要問前手,因為前手做得很爛(PS:歷年來待在
這個位置的人都不長久,最多一年)

因為他考的是技術職,但目前的工作全部都是文書行政工作,所以有很多不懂的地方需要
請教別人,但也許是請教的方法不對?導致長官時常吼他 :「你每次問同仁,是不是想要
把工作丟給別人推卸責任?」但被退件時就罵「你每次都不積極請教別人!」而朋友想以口
頭方式解釋遇到的問題時,長官就打斷說不想聽,並反問「你是不是瞧不起長官」。

承上,但是眉眉角角還是很多,於是每天送出去的公文不斷被長官退,但長官時常沒有看
完就退,也沒有說哪邊不好,只說寫得很爛,但問人後重新繳交被退、重改後繳交也仍然
一直被退,於是公文逾期,長官大怒,說都是因為朋友公文寫太爛害的,說處室因為朋友
的關係而觀感不佳,威脅要把朋友的考績打丙等,但其實該處室為內部科室,不會對外服
務民眾。

最近也因為公文不斷被退而逾期,長官威脅朋友說要他記申誡;但是朋友還是不知道要怎
麼寫公文才不會被退,根據幾次問人的經驗,也許是大家業務不同關係,同事也說「覺得
這樣寫OK了」但還是被退,長官也不給問,於是造成惡性循環。

朋友主要的工作內容需要向各科室彙整資料,所以一項新的公文業務進來,就馬上需要對
其他處室的業務細項有通盤的了解及擬辦,但他只任職大約半年,很多細節還在學習當中
,長官很常以「既然是考試進來就不能說不會」來教訓,甚至常常口頭提到「是不是
故意裝不會」、「要不然離職」等具有暗示性的言論。
 
想請教各位先進,建議朋友應該要在一年內不管考績(雖然也是另考)繼續努力嗎,想辦法
撐到可以調職,或者有其他建議的方式嗎;另外對於申誡處分若有不服,也只能有申請復
審的救濟一途嗎?
 
我聽完朋友的敘述,除了感覺到他遇到的長官不太合理外,也猜想會不會是因為朋友無意
間得罪了甚麼人? 明明是新人,也很努力在工作,一定會有疏漏的地方,但怎麼風氣會這
麼差呢?
 
因為我有查過版上之前的發文,關於新人要怎麼快速上手習慣公文書寫,大部分的建議都
是趕緊問人,並且需要時間適應,可是遇到現在這種不准問人的職場風氣,那該如何調適
