明年7月新進公務員 退撫將改確定提撥制 - 薪水

我認為退撫新制確定後,對未來的影響如下
一、
以後新人制度就會類似勞工的勞保+勞退新制,好處是沒有破產危機。
但主要差別在於,勞退新制個人6%部分,是可以讓員工自由選擇是否參加,
至於新制公務人員,則一律強制加入,因此以後新人負擔會較重。
未來新人所有提撥費用會占薪資約1成,還可以"自願"增額提繳,上限薪水5.25%
二、
退休金帳戶就是委由公務人員退休撫卹會管理,並預計開放自選投資,
這部分大概類似私校退撫的作法吧,方向值得肯定。
不過參考其他制度作法,可以預見,真正適合做退休規劃的投資工具
(如VT、VOO、0050等優質ETF)也無法選,應該還是交由國內業者代操個股或基金
使用的投資工具一開始就落後,近年屢傳代操弊案,管理又後天失調,
這也就是為什麼「確定給付制」的績效往往會變成「確定落後制」的原因。
這部分勞工可選擇自行投資,不要提撥6%,
新制公務人員就只能"被"加入,沒得選擇了。
舊制部分:
一、
過去勞保及勞退新舊改制時,都有保留讓員工選擇新制或舊制的權利,
但這次公教退撫改制不給選,等於強迫制舊制人員都待在船上,大家一起共存亡。
二、
112年後沒新人上船了,未來財務缺口勢必擴大,
雖然政府之前簡報內容宣稱,將「積極」協調主管機關將「政府撥補預算」明確入法,
但連政府每年都已撥補幾百億的勞保基金都還沒入法了,
爹不疼、娘不愛的退撫基金短期就不用想了。
而財務缺口時間的加速,自然會提早改革的時程
目前退撫人數僅60餘萬,而且未來新制施行後,新進人員都被切出去了,
60萬的人數還會再下降,改革起來阻力會更小。
可以預見,未來舊船會加速下沉,可能會提早再次改革。
