業務分配不公,最好的應對方式? - 考試

各位前輩大家好,
如果有一個單位,課員們多只有一個稱不上繁重的業務,另有兩個八職等課員去
當里幹事,不用兼課內業務。
而業務沈重的三個人是新進課員、和書記、和一個做課內業務委任三職等村里幹事,
而這個村里幹事的課內業務在別的公所都是由課員在做的。
主管感覺上是個寧可自己來做,也不會去指揮老鳥做事的人,但他還是往往都把事情
丟給菜鳥就是了。
連主管要請假出差公出,也找委任菜鳥代理,不找老鳥課員代理(明明課員們都
在..)。如遇到有人請長假的情況,一樣把事情再丟給三個新人。甚至有疑似濫核延長
病假之情事,令人頗感無力。
想請問,上述這些現象到底是多數機關的通案,還是這個單位明顯不合常理之處?
真的無法可管這種高職等卻做簡單工作的情況嗎?或者也沒上級機關想管?
(完全不符合考銓制度學到的內容阿..)
有沒有前輩能提供和長官交涉工作內容的手段、心得、或者如何從中獲益,不期望可以
變多公平,能改善就好了。還是說只能默默忍受、考試離開或拼命找有力人士當靠山呢?
真不希望只有這幾個選項...。
