讓我告訴你真相吧。
假設一個機關有一百個名額要打考績,
打考績不是做算數,你85他69等於你打甲他拿丙,
是先射箭後劃靶,假設一機關有10單位各10個人的話,
大概平均每單位只能有7個甲3個乙,
主管和副主管優先拿甲,其次是愛將和有背景有關係的人,
最衰就是第一年考上或商調的菜鳥,
甲幾乎分光了,才可能輪到他們拿甲。
還非常有可能拿乙的老鳥不爽,進去主管辦公室吵一吵,
或者找有力人士關說一下,某位菜鳥就立刻由甲變乙啦。
丙等的打法則是上述10個單位,
先從績效或者首長比較不中意(已經黑掉)的3個單位中挑起,
如果某甲那麼衰,剛好在績效差或者已經黑掉的單位,
單位主管副主管編審專員和資深科員,優先解套,
通常只剩下剛商調或剛考上沒多久的菜鳥1-2位有可能拿丙,
問題在,某甲有關係有背景嗎?
其次,某甲連一次出錯的紀錄都沒有嗎?
如果沒關係卻有出錯過,科科,3%丙的機率馬上爆增到50%-100%
腦殘的國民黨狗官,只是污名化反對的基層公務員是反改革,
基層就是因為沒背景或是不願意拍長官馬屁,
就是知道考績制度的黑暗,才會極力反對啊!
你如果是基層公務員,如果自以為努力工作就不會被打丙,
別傻別天真啦,你以為老鳥都是善男信女嗎?
有可能因為業務繁重,績效不佳或者長官眼中已經黑掉的單位,
老鳥知道自己單位有可能強制丙等比例新法過後會被強制分配丙,
通常會做3件事,
1.找關係(最保險)
2.把最危險最容易出包的工作集中給剛考上或商調的菜鳥
3.留一手,能不教菜鳥就不教。(日頭赤炎炎,隨人顧性命)
菜鳥,你以為老鳥都佛心來的啊?別傻啦,沒挖洞給你跳就偷笑啦!
