考試院長關中主張修改考績法,增加汰劣比率,改革目前一試定終身,進了公門就可以等
退休的積習。但巷議街談,彷彿公務員都如芒刺在背,會遭迫害,難安於位;還有人說關
中揮舞大刀,使公務員成了魚肉。其實相對於當下政府單位裡流行的「靠勢」、爆料以下
制上的歪風,即使考績法修正了,關中手裡拿的仍只是小樹枝。
地方政府裡充斥各有來頭的公務員,議員兒子占缺,上班可以不輪值,刷卡就溜班,主管
不敢管。公路監理所職員想調個離家近的差事,可以請動三名立法委員打電話關說。縣市
政府一級主管,可以靠勢上台,還可以靠勢不下台。未來考績法即使修正通過,保證吃三
個丙等的公務員少之又少,儘管百分之三的比率訂在那裡,劣員還是不會掃地出門。
因為政府機關裡上級敢迫害下級的風險很大,基層屬員設計、黑函、爆料、以下制上者,
每每能得逞。曾有一流大學畢業的公務員,進縣政府工作,上班看自己的書,業務輕鬆做
;主管念多了,就檢舉主管偽造文書浮報加班費,調查站未辦,連調查站吃案和怠忽職守
一併告進去。
長久以來,各級政府公務員,只要不涉及貪瀆,不被監察院彈劾,幾乎就能太平官做到老
。也就是說行政院以下各政府機關,把人事汰劣權交到司法院和監察院手裡,長官不做惡
人,不得罪有勢可靠的屬員,了不起把不適任人員調到冷單位冰起來;這難道不該改革嗎
?
少部分靠勢、爆料、擅耍陰謀鬼計的公務員,影響了大多數正派敬業的公務員形象。考績
法要規範從總統府到鄉鎮公所那麼多素質、職掌均不同的公務員,關中手中的小樹枝管用
嗎?
