今天聽一個長官說的，不知道是不是真的？
就是保訓會是試辦機關，結果大丙打不出來，最後還是落在一個菜鳥頭上，
這個菜鳥去申覆，結果申覆成功。
如果是真的，這個試辦的個案有幾個意義：
一、很明顯，大家眼睛都盯著看的試辦機關，大丙都還是這樣打，要說以後正式實施後，不會有這種情形，鬼才相信。
二、如果依照草案，申覆成功，主管要受懲戒。雖然目前只是草案，考試院要不要展現魄力，交代一下保訓會的這位長官該負什麼責任？
各位有聽說其他試辦機關的結果如何嗎？聽說有的還是打不出來。
