關於特休~請教!! - 加班

先說明一下我們公司的狀況
我們公司的基本規定是 特休計算由1/1~12/31
休不完就視同放棄..歸零
而一般月休 休不完就轉為補休
而加班時數也列為補休..
今天公司突然說了新規定..(口頭公佈沒發文)
每個人都要把補休用完才能使用特休..
對很多人幾乎可以說特休被取消
因為補休幾乎不可能用完..
請問這樣合法嗎?
我們可以循哪些管道改善呢?
