There are many studies discussing tourism as soft power. Ooi (2004) explains
that tourism can be regarded as soft power at least in four ways that
tourism. One, a better understanding of the destination leads to greater
empathy for the countries. Two, tourism makes countries endeavor to present
an attractive image of the country to the world. Three, tourism can showcase
the destination and communicate countries’ capabilities. Four, outbound
tourists can transmit messages of the countries they come from. By these
method, countries are able to shape their features and use its attractive
power to achieve what the countries want. Yu-Wen Chen & Niall Duggan (2016)
have studied China uses outbound tourism policy toward Africa.
